Supporting Immigrant Communities
We believe immigrants are vital to the strength, culture, and future of our state. Maine thrives because of its immigrant communities. We stand for dignity, opportunity, and full access to services for all immigrant families, whether they’ve just arrived or have been part of Maine’s story for generations.
As an organization rooted in and led by immigrant communities, we know what it means to build a life in a new place. We also know the systemic barriers that continue to prevent many from accessing the resources they need, not because of lack of will or effort, but because of policies that exclude or ignore them.

It means expanding access to workforce development, adult education, and English language programs. And it means making sure that language is never a barrier to safety, opportunity, or participation in civic life.
We believe that recent immigrants deserve equitable support and access to services, including expanded English education programming, accessible information about available resources, and a fair, transparent, and welcoming immigration process.
We envision a Maine where immigrant families don’t just survive, they thrive. Where newcomers are welcomed, supported, and empowered. And where policies reflect the truth: that immigrants are not only part of our communities, they help lead them.
Ending Gun Violence
We believe that everyone has the right to feel safe in their homes, schools, and neighborhoods. We have witnessed firsthand the rise in gun violence in our communities; where youth, families, and neighbors have been directly impacted. The mass shooting of October 2023 shook our city and our state, and its effects are still being felt. But beyond that tragedy, we recognize the daily toll of gun violence: the fear, the trauma, and the lives lost that too often go unnoticed.
Our work is rooted in healing, prevention, and justice. We believe that safety must come from care, connection, and community—not fear or isolation. Ending gun violence means addressing its root causes, advocating for policies that protect people, and supporting those who’ve been harmed. We are committed to building a future where no one has to live in fear of gun violence and where every community has what it needs to thrive.
We support a number of legislative solutions to gun violence as members of the Maine Gun Safety Coalition, including measures that would require safe storage of firearms, close loopholes for unregistered guns, and efforts to defend gun safety victories we’ve already won from attacks from the gun lobby.
We continue to engage young people from Lewiston and around the state in conversations about the root causes of gun violence, and advocate on a local level for more support and safer public spaces for our youth.
Affordable Housing
We believe housing is a human right, not a privilege. Everyone deserves a safe, stable, and affordable place to call home, regardless of their income, background, or immigration status.
We’ve seen the rising cost of living force our neighbors to work multiple jobs just to make rent. We’ve watched our neighborhoods change rapidly, pushed by gentrification, displacement, and development that does not serve the people who live there. And with a shortage of high-paying, livable-wage jobs, too many families are left behind, struggling to keep a roof over their heads.
In immigrant and working class communities, the burden is even heavier. Language barriers, discrimination, and lack of legal knowledge leave tenants vulnerable to exploitation. Landlords take advantage, charging excessive rent, evicting unfairly, or failing to provide safe living conditions. We must end this cycle.
We are committed to educating newcomers about their rights as tenants, expanding access to tenant support services, and protecting our communities from predatory housing practices. This means standing up for rent stabilization, eviction protections, and access to General Assistance. It also means building power among tenants to advocate for themselves and one another.
Everyone deserves the chance to live in a neighborhood where they feel safe, rooted, and respected for generations to come.
Equity in Education
We believe that every young person deserves an education that honors who they are, supports their growth, and prepares them for a successful future.
For too long, our youth have bravely spoken out about the inequities they experience in schools across Maine. Students of color face disproportionate discipline, over-surveillance, and under-support. Immigrant and ELL students often remain stuck in under-resourced programs, unable to fully advance because the system wasn’t built with them in mind. Many never get the chance to reach their full academic potential, not due to a lack of ability, but due to a lack of access, respect, and opportunity.
Educators and administrators too often fail to reflect the diversity of the communities they serve. Our students deserve to see their cultures, languages, and histories celebrated—not erased. They deserve a curriculum that is culturally responsive, educators who understand their lived experiences, and school environments that affirm rather than alienate.
We believe in transforming our schools so they truly serve all students. That means investing in multilingual learning, dismantling discriminatory discipline practices, and hiring and retaining diverse teachers and staff. It means listening to students when they tell us what they need and acting on it.
Education should be a place where students feel safe, empowered, and inspired. Anything less is unacceptable.
Healthcare Expansion
We believe that healthcare is a human right. No one should be denied care because of where they’re from, how much money they make, or what language they speak.
In too many of our communities, people are forced to delay or skip medical care because they’re uninsured or underinsured. For immigrants and non-citizens, the barriers are even higher. Most are excluded from public programs like MaineCare, leaving them without access to preventive care, mental health support, or affordable treatment when they’re sick. This doesn’t just harm individuals, it puts the health of our entire community at risk.
We’ve seen the consequences: crowded emergency rooms, chronic illnesses left untreated, and growing health disparities. We also know the fear many feel such as seeking care while undocumented, of not being understood because of language barriers, or of facing discrimination when they do show up.
That’s why COA is fighting to expand healthcare access for all, including full MaineCare coverage for non-citizens, better access to emergency care, and culturally competent health services that reflect the needs of our communities. We are proud to partner with statewide coalitions to push for bold, inclusive healthcare policies.
Everyone deserves the chance to live a healthy life, one filled with dignity, compassion, and care.
Climate Action
We must educate our communities about the local effects of climate change and how they are directly affecting the health of community members. Creating new youth leaders for climate action in our communities will increase equity in the movement for environmental justice, help spread awareness of these issues through the state, and ultimately sway decisions on the legislative level.
COA hosted several community meetings (in coordination with the George J. Mitchell Center for Sustainability Solutions) focused on climate issues in order to assess community interest and concerns.
We have designed and have begun to implement a new cohort-based program—structured after our flagship LEO program—to help educate local youth on the local effects of climate change and how they might effect change themselves.
COA is working closely with other Maine organizations focused on environmental justice, including Maine Environmental Education Association (meea) and Maine Youth For Climate Justice (MYCJ), to coordinate priorities and local climate action efforts, creating a united front against harmful environmental policy in the state of Maine.
